I don't know.
I just have personal point of view.

..."wherever there are people, there is community"...
and every community will have both positive and negative aspects or behaviour.
I know ML's Operation-team face negative stuff that I don't know to keep the game still as great as I know.

I play ML, I like ML, and I'd love to make friend with guys in ML. I made friend, we make a group of ML player in my nation League, the group getting bigger, and I'm so dissapointed when hearing that my group might do shady deal, so we are being restrict in transfer.

I'm not sure if I get whole the information right or not, so need to be help:

- I should not recommended friend to game because
+ In real life, I should stop being real life friend with him and only be his ML friend, chat through ML, avoid talk to him in person and do shady transfer.
+ On the internet, I might chat to him by different platform and do shady deal too.

- I should stay away from game when I go outside, leave the device I play ML at home to avoid accidents connect public internet to avoid same IP. Or if I kinda don't go outside is best.

- Stop having interact any friend play ML to avoid shady deal.

- if I accidents get same IP will be on the list and any transfer with that account need to contact technical support to help, prove evidence to convint that transfer is clear, if I can't, that my problem. Technical support will take that call.

- I should just play mine, other stuff about game is none of my business, I just play or quit game, easy and time saving for both sides.

(btw, I never heard official rule relate "group chat, real friend,..." even rule no.5 about same IP)

In my opinion: 

Firstly,
to compete title, you should only focus on your team, if any try to manage how to cheat...you hard to focus the main team to really compete. that's my opinion. But I know there are smart guys might do that.

Secondly,
ML is a community, so it will never as clean as crytal, there are always guys cheat or on the way finding how to cheat. It just a long run fight to keep the game.

Thirdly,
There is must be a reason to forbid multiple accounts, that too easy to abuse game, like I said in my previous blog's. So why the rule not forbid a group of people negotiate thing behind the table, its just too hard to keep that shady system. At least in this side of group, game have advantage of having more active players.

More random thing about game, 
The game is great due to large amount of active players.
Even me, not a high value buy credits, but I invest more time to game, so other team have less time want to compete me, they have to buy credits, convert to money or pay credit deal for those whose train great players (and those train player of course hard to compete any title, thats the cost). And this game is not kind of game having RMT (real money trade), game is still cool.

My team be deleted.
I violate rules, multiple-account, I don't blame for it.

I won the League and the League Cup, of top 5 League have highest average Q.
I still can chin up and say that, I don't need to feel shame, because I know, I don't take any advantage from multiple-account.

There are millions reasons to play multiple account:
cheat, abuse to balance financial, manipulate market, shady bid race, abuse for shady deal,...

but there are also reasons like (which I did, multiple account, multiple times):
 + I'm a new player, after I manage my team, I used to with a bit faster pace of playing a game, so when I enjoy managing a team, I want to have 2,3 more team so I can manage it while waiting to the League match.
(That what I did when I'm a new player)
+ I'm happy to guide new players, but I have play game for so long and I don't really remember how to make a good kick start. I made a new team to arrange how to make a good kick start for new player.
(This reason happen so many times, I ask for permit some case, some I'm too lazy to ask, so I violate rule).
+ After I win double title of Asia, after merged with more strong competitors. I'm quite confident to make my new target, international cup title, CL, SC.
I check Weaner BK (I'm not sure if he is or not, kind of the fastest guys get CL title), in no negative opinion, I really want to try how fresh start account (with experience) manage a team to the peak. So I create 1 more account to try (I violate rule again).
After 2,3 seasons try, I realize its tough, he's just so good beside being lucky too (I'm pretty sure any champions have more or less luck, not bad luck whole season and win).
Still kind of admires those guys win champion, especially the fastest guys.

I listed all of the reasons above is not because I want to blame, or feel regret. It just I don't take any advantage of multiple account to build 1 strong team to compete, so I can chin up and say, I won some national titles.
(If u lucky to win 1 national title, it might just pure luck, if u can hit again, it's has more or less luck, but also prove I'm not bad.- of course it also depend on how strong your League is and how your League manage in International Cup)
