Below Q81 differences are not very significant for the purpose of rating marketed players.
When a player is purchased in the open market, in addition to the obvious factors of Q attributes, and playing history, strength of competition should be considered.This chart is intended as an aid in player selection. All other qualities being equal, a player from a higher- ranking league will be stronger than a player from a league with a lower ranking. This ranking , whose methodology is outlined below, estimates the strength of competition a player faced in Season 88 in Division 1.
If you are shopping for a player , his game performance in national league games will, on average, have been against a team of the Q average listed below. For example, a player competing in England D1 will have played against , on average, a team strength of Q97.

BELOW THE BOTLINE. These divisions consist of numerous bot teams, many unattended teams, some noobs, and some rebuilding teams still active. The ratios vary, but bots in these divisions are contenders. Care should be taken when analyzing of player abilities based on game play, the competition is not strong.
Are there players worth buying in these divisions YES! There are great buys , and great futures . A keeper with 30 clean sheets, even vs bots, has achieved some measure of success. A middie with 10 goals and 30 assists deserves a look. Just understand the opponents strength is generally low. A shopper would be advised to look at individual games versus stronger opponents, and maybe view some cup play.

METHODOLOGY AND THEORY:
Relative strength numbers were compiled from the league tables. Most, if not all , national leagues have some very strong teams at the top. This number indicates the team strength faced, on average, by teams playing in the league.
The real differences in the leagues were seen in the averages of teams 11-13. This number indicated the team strength necessary to survive in the league. In some cases the differences from bottom to top were little more than 1Q (England) , in others the difference was 8Q (Ireland).
Properly used, this will aid in player selection in the transfer market. If Attacker XX YY scored 25 goals in 30 matches in a 94Q league, that was a greater achievement than a player with the same numbers competing in a Q88 league.
Not taken into account are items like team attributes, team lineup selection, number of individual player appearances or sitouts, presence of low numbers of bot teams in league, varying levels of manager participation, and player transactions. It is assumed that these items balance out, and a tool which identifies relative league Q strength will be useful. It should also be noted that within divisions the difference between departments can vary by 1-5Q.
Notice some leagues with a sharp dropoff between D1 and D2 (USA) and others with D2s approaching D1 in strength (Norway).
